Countries around the world are building accelerator-driven subcritical reactors, which can enrich spent fuel and cannot melt down. We observe that these reactors will be powerful sources of muon neutrinos and that these free neutrinos allow rich physics programs of sterile neutrino searches as well as a precise measurement of leptonic CP-violation. Prototypes of these machines are being built now and will already permit deep searches for sterile neutrinos.
